Judgment on Jerusalem is now replaced by Judgment on the nations in ch 13-24. It is clear that the God of Israel is the God of all the earth.
Now in Isaiah 25 God is praised for his judgments and his salvation. On the Mountain of the Lord the nations banquet with God himself where the shroud of death has been removed.
